Cohesion Policy - European Territorial Cooperation The European Territorial Cooperation (ETC) programmes cover:
  • 52 cross-border cooperation programmes along internal EU borders
  • 13 transnational cooperation programmes cover larger areas of cooperation
  • 4 networking programmes (Interreg IVC, Urbact II, Interact II and ESPON)


INTERACT
INTERACT is the Platform for European Territorial Cooperation Programmes. It covers the exchange of practices, the enhancement of quality and know-how in ETC and the efficient management of the programmes. It creates communities of ETC actors throughout Europe, facing the same daily issues, questions and challenges.

52 cross-border co-operation programmes
Cross-border cooperation focuses on joint strategies on a wide range of issues, which include: entrepreneurship, tourism, culture, trade, management of natural resources, links between urban and rural areas, access to transport and communication networks, joint use of infrastructure, employment and equal opportunities work. There are various topics, like infrastructure, markets, services, cultural and linguistic issues, etc. The contribution of the European Regional Development Fund amounts to 5.6 billion euros. 13 transnational co-operation programmes
The transnational programmes promote the collaboration of regions in several EU Member States in themes like: innovation, environment, accessibility, telecommunications, sustainable urban development, etc. There are 13 programmes covering large areas of co-operation such as the Baltic Sea, Alpine and Mediterranean regions. The contribution of the European Regional Development Fund amounts to 1.8 billion euro.

INTERREG IVC (Interregional co-operation programme) consists of 3 networking programmes (Urbact II, Interact II, ESPON), covering all 27 Member States, for exchanging experience between regional and local bodies in different countries. EU Baltic Sea Strategy
The Strategy coordinates the activities of Member States, regions, the EU, pan-Baltic organisations, financing institutions and non-governmental bodies for a balanced development of the Region. The four cornerstones of the Strategy are to make the Baltic Sea more: Environmentally sustainable (e.g. reducing pollution in the sea); Prosperous (e.g. promoting innovation in small and medium enterprises); Accessible and attractive (e.g. better transport links); Safe and secure (e.g. improving accident response). About eighty flagship projects are listed in the accompanying Action Plan, which is reviewed regularly.

EU Strategy for the Danube Region
The Danube region covers parts of 8 EU countries (Germany, Austria, Hungary, Czech Republic, Slovak Republic, Slovenia, Bulgaria and Romania) and 6 non-EU countries (Croatia, Serbia, Bosnia and Herzegovina, Montenegro, Ukraine and Moldova).

The 115 million people living in the Danube Region will benefit from: faster transport by road and rail, cleaner transport by improving the navigability of rivers, cheaper and more secure energy thanks to better connections and alternative sources, a better environment with cleaner water, protected biodiversity, and cross-border flood prevention, a prosperous region, through working together on the economy, education, social inclusion, and research and innovation, attractive tourist and cultural destinations, developed and marketed jointly and a safer, well-governed region, thanks to better cooperation and coordination of government and non-governmental organizations.

Although the strategy will not come with extra EU finance, a considerable amount of funding is already available to the region through a host of EU programmes.
